ECP notice issued in England, RK in Scotland - ignore?

alluvial
Hello good people,
Hoping to get some advice, scoured the forum and the Newbies thread but didn’t find an answer to my question (if there is one and I somehow missed it, please forgive me!).
My car is registered in Scotland. I was visiting a friend in York on 13th October and parked at Morrison’s car park. Unfortunately I didn’t notice the signage (I genuinely didn’t see it, I had to send my friend back to take photos of the signs, perhaps I was just too excited to see him...) so I ended up receiving a notice from ECP, with the photos of my license plates and timing of entering/leaving. I overstayed by just over 2 hrs and have nothing to my defence. I did visit the shop to get a couple of things after entering and before leaving but that’s it.
Now, the Newbies thread says that the notices issued in Scotland and NI can be safely ignored, but does it also apply to the notices issued in England to the keeper with the address in Scotland? Not sure how to proceed... Appeal? Ignore?
Thanks!
