Parking fine Ferrybridge car park Portland

I am the registered keeper of a vehicle that was parked at the Ferrybridge car park back in July 2018. The driver parked the vehicle there not knowing that it was part of any pay and display. The signs were abysmal. The driver got a parking ticket but when they tried to log in to dispute it on the Britannia Parking website, it said it wasn't recognised. The driver tried a few more times but still the same, so they emailed them. Britannia couldn't find the ticket at all and so the driver responded to say that they hoped that would be the end of it and heard nothing more from Britannia. There has since, still been no email response.

Then on returning from a holiday, there was a 'notice to keeper' in the post dated 5 October. The driver would like to dispute this but is not sure of the best tact. After trying to dispute this in July and the PCN number not being recognised on their system or when emailing them it was assumed that would be the end of it but apparently not. Their signs fail on many regulations. The signs there were so bad and most were surrounded by rubble so the driver couldn't get near them. There certainly weren't any at the entrance or near where the vehicle was parked.

Has anyone got any suggestions with how to proceed?? Thanks so much.

    It is not a fine.

    Edit your post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people.
    Parking scammers read these fora.

    Once you have done that, read the sticky thread for NEWBIES and then send the template appeal you will find there, from the keeper, unedited.

    If the scammers reject this, then you submit a PoPLA appeal using the template appeal points from post 3 of the NEWBIES.
    One of your points will be that the NTK is too late to transfer liability to the keeper.
