Euro Car Park appeal versus discounted fee

A quick question please.
I have received a PCN from Euro Car parks for £70 reduced to £40 if paid within 14 days.
On the back it states the PCN will be placed on hold if an appropriate appeal is received.
If the appeal is unsuccessful have I lost the chance of the reduced penalty of £40.
I am not looking for advice on the pros and cons of the circumstances at present.

Whilst I am sure ignoring the whole issue would probably work in the end and whilst paying the £40 would take away the hassle of escalation and legal threats etc, I am a person who likes to see justice win over injustice.
So the brief facts are as follows.
I was in Exmouth, Devon, on the 10th October and went to a M&S foodhall that had a pay and display car park operated by Euro Car Parks. The sign said 15 mins free parking for customers and I have a receipt to show I was a customer.
It was lunchtime and the queues were long and the manager was standing there (had badge on) and I said needed more tills open as I would go over 15 mins. He said the sign says 15 mins but you actually get 30 mins.
Paid up and ate sandwich in car and drove away.
Have received notice stating I was in car park 34 mins without buying a ticket, that is correct.
Two questions then. First question is was I 4 mins over or 19 mins over? I was 19 mins over according to the sign but 4 mins over on the information relayed to me by the manager. But presumably, although explicitly not stated to me, the 30 mins was made up of 15 mins parking and 15 mins grace.
Second question is that although I was 4 mins over the 30 mins, I was probably only parked for 30 mins due to delays in finding a space. However, if I argue I was only there for 30 mins, I will probably lose because the sign said 15 mins?
I feel harshly dealt with to the extent I would appeal if I still had the option to pay the £40 if unsuccessful, but would prefer to pay the £40 now if that opportunity was lost.
I am a senior citizen and do not want the hassle of legal action even if that was unlikely!0 -
you may want to go back to the food hall , after scanning the ticket , speak to the same person , give him the scan with your email address written on it and say you expect it to be cancelled
if you pay it , you are funding euros bosses luxury yacht and his aston martin0 -

In other words, if there is no legal action, there can be no hassle of legal action.0 -
It's amazing how many people pay early to get the "discount" only to find there is something in the small print that means they don't qualify.
All too often posters come here reporting that after paying the parking company have returned months later demanding more money. Guess what? They suck it up and keep paying.
Pay or simply send the ready done template. It's your call.0 -

what I am trying to say is that whereas I feel an injustice has been done, I might be biased in that respect and hence the need to share for advice. I certainly don't want to end up exposing myself to a further £30 if I lose an appeal.
Furthermore it is the hassle and stress of dealing with threats of legal action even if they don't materialise?0 -
so go and talk to shop manager , they hired them , they can stop emm , remind him of short staffed and delays , tell him !0

We were on a day trip and live circa 60 miles away, so that is not feasible.
Have tried ringing but the local number routes centrally. Wherever central is based told me to go in, I told them it was too far. They rang the store and came back to me with the message that the store cannot intervene. I think this is because it is a car park adjacent to the store which is in the town centre and is for general parking with a concession for the store customers.0 -

You will probably end up paying the extra £30 even if you pay early.0
