my view of this is, that those keys have been paid for , at some point, by someone - and not been used.

So why should they not be sold ? Why should MS pocket the money for nothing ?

It might be a grey area legally (you are never ever going to get arrested for using one) , but morally there is nothing wrong with using these keys.

Buying it is pointless anyway as a W7 key will activate W10 - and as i said, MS want you to use W10 so they can probly monitise you later so they dont care.

Paying £120 for a W10 license is insane

An (elderly) family member was more or less forced into having Windows 10 on his laptop a year or more ago despite never asking for it because he was very happy with Windows 7. He never had problems with 7 updates, which were not compulsory. But he has had problems recently with 10 updates, which seem to be compulsory.

Nothing is ever going to justify illegality, but if criminal intent isn't there when someone buys an OS licence other than from Microsoft then all they're actually guilty of is being a money saving expert. Which isn't a crime.

This viewpoint is shared 100% by. . . Microsoft.

Its worldwide interference with the private property of many people in such a way that, without their knowledge or consent, the OS of their computer was changed to Windows 10 was not -- says Microsoft -- in any way reprehensible. Instead, it was Microsoft giving people a genuine bargain by providing them with a new OS entirely free of charge.

Seeing as how that's Microsoft's own view on bargain hunting, no reason exists not to follow its example and get a Microsoft OS licence at a bargain price. (Not that I'd ever have Windows 10, free or paid for, on any computer of mine.)

I'm not going to slap anyone on the hand for buying those keys.
OP asked how come those keys are so cheap, compared to a license purchased from retailers or MS. I explained why and I said that according to Microsoft terms, those keys should not be re-sold.
If you want to use them anyway, no problems at all, but we know why they are so cheap.

No, you are not getting a license, you are only getting a key that most likely will activate. The license is not going to cost you £2. That's different.

Of course, and every now and again you will see reviews like this:
unexpectiedly stopped working after 3.5 months
Didn’t work. Was too good to be true. A total waste of time and money. Don’t buy this!
So, as long as you know that you are not buying legit keys, you do whatever you like.

Does the same apply to Office licenses?

Not quite the same - no

A lot of those are going to be either illegaly used VL keys or multiple used keys and although they may work at first, wont necessarily last forever

You can just as easily reinstall Windows 7 to his device. Then run; https://www.grc.com/Never10.htm

or upgrade him at no cost to Windows 10 Pro and block the Feature Updates from the Windows Update settings Advanced Options

    They don't care. Fact.
These keys are almost never keys that could be re-sold, even if they activate. Fact.
It's quite simple, what are you not getting?
They are not legit keys just because Microsoft doesn't care.
Don't try to make it look like you are being clever by paying £2 for a 'license' and all those people buying it from Microsoft total stupid.

people have never liked paying for software especially operating systems

I knew a businessman who made base units very cheaply and advertised them for people to install their own Windows. However he shipped them with Linux including Firefox and OpenOffice. People got them, turned them on and whoa they booted faster than Windows. Firefox was good and OpenOffice was fine. The reviews were fantastic. They were all saying it was better than Windows and they wouldn't be installing it. Then one day I read his Facebook page "been wined and dined by Microsoft." Went back to his webpage "all units now shipped with Windows". If linux and openoffice is free how much should Windows and Office cost?
