Batterysell/Powerguider - refusing a refund

Hi all.
I'm seeking some help getting a refund from a company trading as Powersell or Powerguider or Golden State Tech. I have returned goods to them but they are completely ignoring me and not refunding my payment. www.powerguider.com
I ordered a battery for my in-laws' old laptop from these people. I specified Royal Mail 1st Class Recorded delivery (2-4 days) for £2.00. They instead took £6.00 for their special delivery next day service - without permission. I emailed them to complain and they ignored me.
I then got this email - three days after my order was placed (and well within the time frame I could reasonably expect delivery, even at my original postage rate).
"Sorry about the delay, you that order is out of stock temporarily, due to unexpected highly demand, restock has arrived today. We are glad to inform you that your order has been processed and dispatched by Hermes Tracked. It usually takes 3 to 5 business days for the items to arrive at out customers. If you are not available when the postman attempts delivery a 'while you were out' notice will be left. You will have to go to your local delivery office to collect the parcel within seven days."
So they sent it far too late, by a different service to the one I specified (and paid for), and only decided to tell me three days later.
I replied saying I needed it within 2 days - no reply.
The battery finally arrived three days later (via Hermes). I tried to get a response from them to obtain a returns code, they ignored me completely. I raised a case with Paypal and they then immediately replied with a message that made no sense, but did give me a returns authorisation code.
"Thank you for contacting us and sorry about the delay, due to you that order is out of stock temporarily.
1. You can keep the battery as our apology, since it will cost much more time to return the item. We'll refund £6 GBP. It will be the most convenient and quickest way for us to solve this issue. Do you agree?
2. Would you please send the battery back to us and keep in its original packaging?
We suggest not using royal mail to return the package. Because the royal mail prohibit to sending the battery. Maybe you can use the other courier such as myHermes or other courier at your convenience.
We also suggest that the parcel comment is: Laptop parts, not Laptop battery, which will be more easier and successful."
I decided to return it - it arrived too late for me to install on my in-law's laptop so I got one from another source.
It was sent via Hermes signed for, was delivered to their address on 5th October but STILL NO REFUND issued. I have contacted PayPal who have been absolutely useless, saying that because I changed the reason for my original dispute they cannot reopen it and there is nothing more they can do. I don't know what to do next. These crooks have my cash and the battery, and completely ignore emails. There does not seem to be a phone number so I am stumped.
Any advice much appreciated.

Did you mean October? Or was this last year?
May be hard to pursue as doesn't look like they are in the UK. Generally if can't reach them try a letter but I suspect they may not reply and then court action might not be viable.0 -
