Highview Permit NTK

Hi everyone,

It’s with Highview, at the local leisure centre car park which is normally used as drop off/pick up zone and there is no charge; it has a few parking spots which I believe are permit holder only (although have had friends park there with no problems), but one night, with the only other close parking lot full the driver parked along the side. It was dark, and they said they never noticed the sign specifying the details of parking there. This was the 1st of a month however the notice didn’t come until over 28 days afterwards. Am I correct in believing there is a 28 date limit for such fine?

Any help would be greatly appreciated! I apologise if there’s a link that could have answered this in the forum, but I searched for around an hour to no avail LOL!

    There's nothing 'quite different' about your case at all.

    If you go to the NEWBIES FAQ sticky, post #1, you'll find the one-size-fits-all initial appeal template that you copy and paste (no additions/edits) into the Highview website appeals portal. It will be cancelled in a few days time.

    WARNING - be very careful with the drop down box which confirms your status. You are appealing as 'the keeper', but that sneaky box defaults to 'I was the driver', even after you've selected something else, make any amendments to what you've written, back it goes to 'I was the driver'.

    Your very last actions before submitting the appeal is:

    1. Make sure what that drop down box is saying

    2. Take a screen shot

    3. Final check of the drop down box

    4. Press the 'Submit' button.

    Come back around Thurs/Fri to tell us it's cancelled!

    It is not a fine.

    Your case is no different from the hundreds of cases we see here every week.

    Please edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people. ;) Your post has enough information in it to identify the driver!

    Edit your post before you do anything else!

    You have misunderstood the bit about the 28 days. If there was a NTD, then the NTK has to arrive between day 28 and 56 to transfer liability to The Keeper. The date of the alleged event being day zero.

    If there was no NTD then the NTK must arrive by day 14 to transfer liability to The Keeper.

    The 14 day discount period is for mugs, but in any case starts from when the NTK was sent.

    As above, read the NEWBIES then send the template you will find there in post 1.

    Thank you for your help! The appeals portal did not recognise the PCN, but it did recognise it for the payment option following the link provided, so I had to send it via the email provided. Is that still suitable?

    it is if it works, but just in case, send it by post with a free certificate of posting (not signed for) if they havent cancelled the pcn by day 21 following the NTK date

    if they reply with a refusal and popla code, then start on a popla appeal


    if they cancel it in writing, then its over with, but keep the cancellation safe


    dont leave it 4 weeks to backstop the initial appeal, 3 weeks max

    Thanks! And can I ask, fingers crossed it doesn’t happen, if it gets refused since there was no NTD and it took more than 14 days from the alleged date of offence to receive the NTK could that be added in the message to POPLA?

    yes, any issues like POFA2012, not identifying the driver , inadequate signage , no landowner contract etc will be mentioned to popla

    so a typical non-POFA compliant popla appeal, same as hundreds already submitted where a PPC has failed POFA


    a "golden ticket" popla appeal

    If it was done with a camera and over 14 days, just search for "OUT OF TIME" on this forum, single point of appeal and they will fold.

    Search this forum for an example of what to write. The POFA section you need in Section 9.

    Highview rejected it, so should I submit to POPLA with the same format and just include what Guys Dad said in the beginning?

    Did you send the basic initial appeal template from the NEWBIES FAQ sticky, post #1, without any changes? Or did you write your own initial appeal?
