No PCN issued, full parking fee paid, DRP demand received over 1 year later

One of my relatives parked in the Gala Bingo car park in Central Derby in September 2017, paid the full all day parking charge of £5, and their stay did not exceed the time allowed.
The registered owner of the vehicle at the time has just received a debt collection letter from DRP, dated 16th October 2018, on behalf of Highview Parking Ltd. asking for a payment of £149.99.
The car in question is no longer owned by the person who was the registered keeper at the time when the phantom PCN was supposed to have been issued.
Do we ignore or go onto the offensive?

The fact that the car has since been sold is immaterial.
Debt collectors are just muppets who can be ignored, but you are now in limbo as far as the original PCN (invoice) is concerned.
But you now need to read the newbies thread to get up to speed with the whole scam that is snapping at your heals.0 -

OK sorry, yes I've read through the newbie's thread and I can't find anything that deals with receiving a debt collector letter when a PCN has not been issued or received, especially when the full parking charge has been paid, which is why I started this new thread.0

you can complain to the BPA and show them copies of the paperwork received, and one of those posts has the details on how to do this
but first, ensure the correct address would have been used by checking that the V5C was registered to the correct address at the time of the incident
as its a debt collector letter, you can still apply post #4 , ie:- IGNORE
the advice to IGNORE a debt collector has never changed on here for over a decade0 -

You do both.
Ignore debt collectors. Post 4 of the NEWBIES explains why it is safe to do so.
Please also complain to the BPA and the DVLA that the scammers have gone straight to debt crawlers and never issued a PCN?NTK. Strangely, post from PPCs gets lost more often than that sent by any other business in the UK.
