Confirm PayPal account without physical business address

    If you are renting your "virtual address" from HMRC, then presumably they will send any letters to your business directly to your address in Africa. In which case, you'd need to use that address in Paypal.

    Are you in Nigeria by any chance?

    The issue here might be the different country, PayPal guarantees mean they are liable for buyer protection even if they cannot get funds back from a seller so they make it very clear that they need to know where a seller is in case they need to chase him/her for a debt. They will also need proof that your bank account or cards registered on PayPal match the address of your business, can you do this?

    I'm a seller in the U.K., I use my home address for PayPal and all my bank details are of course registered there as well, so verification takes me about a week or so when PayPal require it.

    So trading from Africa whilst masquerading as a U.K. Seller is unlikely to work, and personally I think that is a good thing.

    Lastly, PayPal have all sorts of limitations about non tangible goods, you may find that you can't even use PayPal for your goods.

    That explains the limitation... this has most likely started from the registration IP address and selection of country (United Kingdom) not matching where the account has been accessed from. PayPal frequently have scammers from international countries attempting to use UK accounts to trade.

    If the limitation is related to this, their mind is already made and unless you can convince them otherwise with accurate, valid, acceptable and verifiable documents, your account is going to be permanently limited. If you have funds in the account, you may have access to them after 6 months from permanent limitation, but in certain cases they reserve the right to hold the funds indefinitely.
