UK CPM cannot provide POPLA Code

I have a parking ticket and sent the standard letter from the newbies forum to UK Car Park Management.
They have replied saying that "UK CPM cannot provide a POPLA code as we no longer use that service. With effect from 1st Oct 2015 we are now governed by the IPC, details of how to appeal are included below"
I've got until 24th Oct to pay £60 or it goes up to £100.
