    the rules re POFA are different in Scotland ... it does not apply .... so they can not chase the keeper.

    HV have 35 days to make a decision, which has been the case since the BPA CoP was introuduced 6 years ago, please read it

    the sending out of pcn,s is more or less automated as computers check times and proabably issue the pcn,s , plus they have to have it done in a short time if they wanted any chance of applying POFA (the 14 day window to get DVLA details and to issue & send out the pcn by day 13)



    whereas people have to look at all the appeals and deal with them , which means it all takes time, and they have 35 days worth of time to consider appeals , so the time pressure isnt there for that stage


    and they like to keep people sweating

    Is this also the case with the Tesco / Highview situation?
    I have a Highview notice issued earlier this month sat on my desk, for my vehicle, that I was driving and parked in Tesco for longer than the free parking time permitted on this signs.



    It is not a fine and it doesn't look like a fine. It has "CHARGE NOTICE" in big letters near the top, just below my address, not "FINE". It talks about terms and conditions, not laws being broken, and at no point suggests a criminal offence has been committed.
