Interesting comment from the DVLA yesterday in parliament.
Argument [sometime in the future when it actually is implemented] would be if they are not using this new service - why not?

The Driver and Vehicle Licensing Agency (DVLA) is currently improving the way it holds data and the services it provides to customers. As part of this process the DVLA will provide a new service to notify changes of address covering both driver and vehicle databases. As most customers want to notify changes online, the DVLA will focus on delivering a digital service, with other support and assistance available for those who need it.
Argument [sometime in the future when it actually is implemented] would be if they are not using this new service - why not?

I think the clue is in the use of the word 'will'...that implies its in the future, iow... it can't be used until it exists.0

I've always been amazed at the number of people that come to this site regarding a default judgement because they have moved.
Ok you could have a small!! cross over with the DVLA, between you notifying od the change of address on the V5 & Scumbags R Us actually getting the details.
The question is though wants happens to the all the post. If you put a redirect on it, that should take care of that problem.
Was the post Returned to Sender, if so that should have put the PPC on notice.
In the case of RTS for Northampton, the case goes on hold. I did an Freedom of Information request last year about the number of RTS 30,000.
Worst case, new occupants are throwing the post in the bin.
Interesting defence to run if you could get new occupants to state that they returned the post to Royal Mail with moved - I'm sure the PPC's are very quick at updating their information........Private Parking Tickets - Make sure you put your Subject Access Request in after 25th May 2018 - It's free & ask for everything, don't forget the DVLA0 -
I believe there should be different types of CCJ - it's absurd that a trivial parking disagreement/scam (call it what you will) can lead to destruction of someone's credit profile for years. A CCJ as a result of a regulated credit agreement going south (such as non-payment of a loan), then fair enough but the sort of nonsense we see from car park cowboys is truly shocking.Please read the stickies, your question and situation will have been covered before. Let's keep the board clear for the most experienced members to help genuine new and interesting situations. :j0

That's fine if the details are requested fairly quickly, but if you sit on it for 4+ years before sending out the correspondence, and the keeper of the vehicle has changed vehicle and address, I don't believe there's any system to update the address for a vehicle you're no longer the keeper of.
One may cynically suggest that's why the PPC's wait for so long before trying to file court paperwork - much higher likelihood of a default win (and the victim paying the uncontested fee to get rid of the CCJ).0 -

Doesn't the DVLA keep historical keeper data? And the PPC requests info on the keeper of vehicle X on Y date?
If you move house on Z date (and have notified DVLA), but are the same keeper as on Y date, what info does the DVLA cough up to the PPC? Y-date address or Z-date address?0 -

not a month before or 6 yrs later , on the DATE of the incident
the parking Cos can only ask the DVLA once , once only for info per incident0
