Y date. The KADOE contract is Keeper at date of event.

But the comment about moving and no longer being the Keeper is a sound one so there is still scope for the scam.

I like the online change of ownership , goes thru immediately (no 3-4 week wait) and you get a conformation email , that has both date and even time on it

Therefore if you allegedly transgressed the terms of parking in October 2016, moved house (and notified DVLA) in January 2017 with RM redirects for 12 months, then PPC requests keeper data in April 2018, they'll get the October 2016 data? So the PCN (and any subsequent letters, court claims) will go to the October 2016 address?

If yes then the scam doesn't just apply for change of keeper.

as stated above , the info the PPC will recieve is the name/address on the V5 at the date of the incident , and will write to an old address

a large proportion of claims are where the "accused" simply throws away / does not appeal because he heard from a bloke in the pub that you dont have to pay, then moves house without mail redirect

parking Cos have upto 6 yrs to bring claims


a quirk in the system is that , even if accused appeals , but then moves house AND has mail redirect , mail redirect can only run for max of 2 yrs and they have 6 yrs to bring case


this "quirk" needs addressing quickly ,, but it never will

#14 above , the PPC have only a 6 mth window from time of incident to get data , we are finding quirks with the likes ao TNC debt collectors and others , debt collectors have upto 6 yrs , this was supposed to have been addressed by the DVLA lat yr
