To answer your question:
- If you're employing the unskilled labourer directly permanently, they're considered an employee. they are under your payroll (PAYE) and you will have to pay the National Minimum Wage. Dependent on the age of the worker, it would be between £3.90 per hour as an apprentice to £8.21 per hour if the worker is 25 years old or older since 1st April 2019. You will have to add National Insurance, Holiday and Pension contributions to this.
- If you're employing temporarily via a recruitment agency, they're considered a worker and are eligible for the National Minimum Wage too. Typically, a temp unskilled labourer from a recruitment agency would cost you around £11.69 /hour all in (candidate pay rate + statutory payments + agency margin).
- If the person is self-employed, the National Minimum Wage does not apply, and you don't have to pay any holiday, pension or NI. They may ask for £10-11/hour.
