Surely if a company wants to hold people to account for large sums of money they should make the permit fit for purpose by providing a self adhesive sleeve to be affixed to the window? That's how my permit was provided - never moved in over 2 years.0

But if they made it so that it never fell of the screen that would reduce their income dramatically.

You must not park without a valid parking permit, or allow your visitors to park without a permit if there is a parking scheme where you live.
But it adds nothing about any obligation to DISPLAY it, and nothing about any agreement to pay a parking charge as a consequence.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

My colleague emailed this to me today. I sent her a few WS from this forum and this is what she's come up with:

I, NAME of ADDRESS, am the defendant in this case.
1 The facts in this statement come from my personal knowledge. Where they are not within my own knowledge they are true to the best of my information and belief.
2. I am not liable to the Claimant for the sum claimed, or any amount at all and this is my Witness Statement in support of my defence as already filed.
3. I accept that I am the registered keeper of the vehicle in question in this case.
4. This matter relates to a display car park and on the dates stated in the Claimants statement. I parked my car at CAR PARK.
5. I have been a tenant of Housing since DATE (Exhibit A) which is just over 20 years during which time I have been entitled to park free of charge and without the need to display a permit for the majority of this period.
6. In order to prevent non-residents parking at AT ADDRESS, my landlord decided to issue parking permits to resident in June 2012, approximately 6 months from the start of my new tenancy agreement on DATE.
7. My tenancy contract with HOUSING ASSOCIATION at ADDRESS where I have lived since 2012 started on 30/01/2012.
8. The free parking arrangement with HOUSING ASSOCIATION continued until HOUSING ASSOCIATION carried a survey of tenants a couple of months after I settled at my new address which was on the subject of introducing a parking permit. I did not participate in this survey but would appear that the criterion was met for implementing this plan.
9. I was made to believe that this will protect the parking space from being invaded by tenants from the neighbouring flats which those flats are completed. I was one of the first tenants to move to the ADDRESS during which time I was able to park without fear of getting a parking ticket as this was not required.
10. Then came the parking restrictions 6 months later and I was issued with a parking permit. The permit had no mechanic to stick it up my car’s windscreen but hence I was placing it on the (name) of my car each time I park my car.
11. This worked until I was involved in a road traffic accident through no fault of mine. During this period also, I needed to drive in order to maintain a job and support my son’s education as a single parent.
12. My car was written office but the compensation I received was not enough to purchase a replacement.
12. Life around this time was extremely stressful without a car, hence I struggled to meet work deadlines and my personal life was also a struggling. As a result, appreciated it when I was gifted an Old VW (W.reg) car around the period I was issued with all those parking permits.
13. I used to be able to place my parking permit underneath the windscreen of my old car and it would always be there the next morning. There was no sticky tape and unfortunately, it never occurred to me to use blue tack to fix it as I was not used to parking my car with the permit in order to have such innovative ideas.
14. The penalty tickets therefore kept being issued as no matter how I place the permits, they kept falling down through the bonnet of this worn out car that I replace my previous car with.
15. I always attended the office of my landlord in order to request and obtain new permits.
16. I was leaving notices on my windscreen each time I parked at the said parking space to explain my predicament an also for the parking attendants to just knock at my flat door to verify that I am indeed a tenant these attempts were ignored and the tickets kept being issued.
17. I also attempted to resolve this issue with the bailiff agency that UK parking Eye contacted to pursue me in collecting the numerous unpaid finds by explaining that I am a tenant at the ADDRESS (Exhibitbut to no avail.
18. I am contesting that claimant could have suggested options with me as to how to resolve this matter which could have included a suggestion of the use of blue tack other than continuously issuing fines.
19. I also contest that I have been a tenant of HOUSING ASSOCIATION for the past 20 years and I believe that I have been a good tenant over this period, paying my rent and council task even under difficult financial constraints.
20. I am therefore struggling to understand why I am being asked to pay the huge amount of money for parking in a space I already have a free permit to park my car0 -

Typos here, and there is no 'bailiff agency' and no 'fine' (or 'find') and the company has no word 'Eye' in it:17.
