I've bought a couple of Office keys from eBay recently for friend's PC's

Both worked fine, and still do, but one of those 'disappeared' from ebay before I had time to do 'feedback'!

    £21.99 https://www.ebay.co.uk/itm/Office-2019-Pro-Plus-lifetime-scrap-pc/183481601185?

Just type in office pro 2019 and sort by the cheapest.
  • Check with your employer to see if they are part of the Microsoft HUP (home usage program). If so you can buy a legitimate licence key for £9.99 and it’s available for immediate download.

They resell bulk licencing. The install is a big convoluted, but the licences I bought were legit and checked with Microsoft
The fact that a key activates doesn't make it legit. Often those keys are from volume-license versions of Office/Windows, or some are OEM keys, which should be used on one machine only (and if the machine dies, they cannot be transferred).

Do they work? Yes, most of the time. Do they activate? Same. Are they legit? Highly unlikely.

Will MS likely care (for a home user)? Probably not. ;)

That's not the point. OP asked for 'genuine' license. I replied saying that it's highly unlikely that those are legit.
If the question was 'will MS care or do something about it?' then yes, I agree with you, most likely they won't do anything.

In true money saving fashion there are a few software packages that are completely free and do (almost) exactly the same job. In my opinion Google's software is superior as it allows easy online storage, sharing, editing etc.
    Google Docs
    Open Office
    Libre Office

Does that allow multiple downloads on multiple machines?

Could it be one of these codes being sold on eBay?

No it doesn't allow multiple downloads. It's strictly one copy per employee.

The ones on eBay are probably volume licence keys, intended for use by large businesses who need to deploy hundreds of machines.
