Barclays continuously send new cards.

I have had this but perhaps not to the frequency that you have. Most recently they sent a letter to say they'd found an issue with my card and a new one was in the post. New card arrived and I had technical issues logging in to my online account. I went into the bank yesterday and it appears that the compromise marker has moved to my new card so they are sending another card next week.

It's not such a huge problem as I can get my Husband to log in into the joint account, but I do have a savings account linked which I am unable to access at present.
We just had a rather large sum go into our account so not sure if this perhaps triggered it, but either way I'm rather glad we've moved it to other unlinked accounts
