How about (temporarily?) reducing the number of votes needed to remove a post as spam? At least it would tend to get them taken down quicker.0

They can't do that, because it makes it too easy for the spammers to disrupt the system. IIRC they tried it last year and the spammers caused a lot of aggravation by creating accounts purely for the purpose of reporting posts as spam when they were not spam.
