CE county Court Claim From the Bingo advice

Hello and hope to get some help and advice
I have read through a lot of the advice on here and the Newbies thread, there is a lot of info to digest and get my head around! So bear with me. I got a ANPR PCN through the post in April 2017.
Background.
I started taking my mum to a bingo hall in Lowestoft from December 2016 a few times and week after my brother died of cancer fairly young a few months before, it sounds different but it helped her concentrate on something else and talk, we still go when I get the time, once a month or so. I always park at the Kerrys/mattersman car park which is advertised as free to use for patrons of the Bingo. Never had an issue before or after April 2017.
I got a notice through the post saying I didn’t pay on the 1st of April. The sign in the Bingo says patrons can park from 18:10pm for free if attending Bingo. The car park owned by Kerrys is maintained by Civil Enforcement and offers 1hr free parking. The PCN said I was photographed entering the car park at 17:57 and exiting at 21:34 so overstayed the free hour and need to pay the £100 fine. I naively went to POPLA appeal before checking this website and took photos of the car park, signage which I didn’t have an issue with, proof of bank statement showing I was at the Bingo, membership card and photo of sign in entrance of Bingo stating free parking for customers. I also emailed the land owner who said they had an agreement in place with Bingo to provide parking. I submitted but still lost, the email from the land owner wasn’t accepted as I didn’t have it until after I submitted. I still didn’t pay as I believe I am in the right. I found the advice online and thought I would ignore the couple of following threatening debt letters and used the advice off here to wright back and telling them to desist and stop harassing me and I would fight this in court which worked until now.
I received a couple of days ago a claim form from CE, dated 1st Oct and have signed up on here now to not make the same mistake I did before POPLA. I have completed the MCOL

I think if I got this right I have until the 3rd of Nov to get my defence together but obviously would like to do this well before, apologies for the long post but wanted to try get most things down for comment. I need to tailor my defence to my situation.
P.s. I still take my mum to the Bingo every month and park in the same car park without paying as its free to use since April 2017 and haven’t had any other PCNs so why this one date. Why other argument would be how can I be infringing on the custom of Kerrys store if it closed at 17:300 -
I have completed the MCOL...a claim form from CE, dated 1st Oct
Loads of time to produce a perfect Defence, but don't leave it to the very last minute.
When you are happy with the content, your Defence should be filed via email as described here:
1) Print your Defence.
2) Sign it and date it.
3) Scan the signed document back in and save it as a pdf.
4) Send that pdf as an email attachment to CCBCAQ@Justice.gov.uk
5) Just put the claim number and the word Defence in the email title, and in the body of the email something like 'Please find my Defence attached'.
6) Log into MCOL after a few days to see if the Claim is marked "defended". If not chase the CCBC until it is.
7) Wait for your Directions Questionnaire and then re-read post #2 of the NEWBIES FAQ sticky thread to find out exactly what to do with it.0 -
