Try the Gimp, a free, open source equivalent of Photoshop. You can get a version called Gimpshop which looks more like Photoshop as well. It's a very powerful program and may be more than she needs but it's free so it won't hurt to have a look.

and so the list goes on, in fact it is almost endless, as you will see if you google "free photographic imaging suites".

What you need to be aware of when you do this, are the words shareware/freeware. The former means you only get it free for a limited time then they require cash, so be sure you see the word FREE.

Next, time permitting, download several of them and concentrate on just a couple of your stored photographs to see what each of the suites will do for you, or rather what you NEED it to do for you. It's all very well having a suite which is at the top end of the scale, but sometimes they can be too dounting. A basic suite that crops, re-focuses, frames, etc then prints is perfectly adequate for many people. You can always either add or change later.

I have just found a little programme (in fact two) that allows any number of photographs to be dragged and dropped onto a sheet in any number of shapes and sizes, this is good as it saves on paper wastage.

Another thing to consider is how she will organise the photos on her PC.
What operating system will she get on the PC? If she's getting Vista it has some nice tools built in to organise your photos, and a few basic editing tools. If it's going to be XP Picassa is highly regarded.
