    4000 is an above average electric use in a gas heated house.

    Apologies for thinking there were 3 rates - there are 3 times involved.; night, afternoon and all the other hours.

    From the SSE website :-

    What is Economy 10?

    With Economy 10 you get one meter which has two rates. It's not usually suitable for homes with gas, oil, or electric storage heating as it's designed to work with electrically heated wet radiator systems. Economy 10 may also work with ceramic core heaters.

    Make the most of 10 hours of cheaper, off-peak electricity as it's not just your heating and hot water that will be charged on the cheaper rate.

    We'd advise using more energy over your cheaper times where you can, as the energy used outside of your off-peak times is more expensive than our standard energy rate. Your 10 hours are split across the day in three periods so it should be easier to take advantage of the cheaper rate.

    This is what the Supply Licence states:

    Condition 21B. Billing based on meter readings

    21B.1 If a Customer provides a meter reading to the licensee that the licensee considers reasonably accurate, or if the Electricity Meter is read by the licensee, the licensee must take all reasonable steps to reflect the meter reading in the next Bill or statement of account sent to the Customer.

    21B.2 If the licensee considers that a meter reading provided by a Customer is not reasonably accurate, the licensee must take all reasonable steps to contact the Customer to obtain a new meter reading from him.

    21B.3 Paragraphs 21B.4 and 21B.5 apply from 31 December 2014.

    21B.4 The licensee must take all reasonable steps to obtain a meter reading (including any meter reading transmitted electronically from a meter to the licensee or provided by the Customer and accepted by the licensee) for each of its Customers at least once every year.

    As The EO has issued a Final Decision on meter readings, this particular ship has sailed.

    Not necessarily - what was your heating system ?

    In future read your meter at least every month and submit those readings to your supplier. If anything does then go awry you know about it fairly quickly.
