I think your 'mitigating circumstances' are irrelevant. Essentially you are admitting that you did not pack the chemicals in sufficient ice/whatever to allow for potential delays in your journey. What would you have done if you were just behind the scene of a road accident en route, and couldn't move your car for 20 minutes? You'd still have lost £2k of chemicals.
You parked where you shouldn't. All you can do is follow the guidance to see if the invoice can be cancelled at source, or if there is a reason why the parking invoice cannot be enforced.:heartpuls Mrs Marleyboy :heartpuls

Problem is when i had a word with the parking department they said that the lands were sold by the Hospital and it actually Isn't their land. As i am not a proper staff (Research student) and not a professor or a Doctor as of yet, they will not give me visitor permits for these chemical drop offs between the two sites. These chemicals are used for my own research experiments.0

Whilst the PPC and PoPLA will ignore mitigation, a judge will listen. However, imo, it is not sufficiently persuasive. I should foget it and concebtrate on signs, contracts, timeliness etc at PoPLA, Also, complain to your MP
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P.
for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently
