Parking fine at glenfield hospital leicester for delivering valuable chemicals

hi all, I am new to this forum so please bare with me
I was issued with a parking ticket on 05/10/2018 at 9:36am for parking my car in a permit only Bay at the Glenfield Hospital, from 917am-9:38am (to move my car to where i usually park on a side street). I saw the wardens place the ticket on my car, however and below is the reason as to why i parked there
• Mitigating circumstances
There are mitigating circumstances to explain why I parked where I did. I work as a research PhD Student in the General Glenfield Hospital and University of Leicester, I work in-between the Hospital and the University of Leicester main campus on a daily basis of around 4 mile distance between the two sites. Whilst I normally park on a public street when in the Glenfield Hospital, I had the Task of bringing expensive and important solutions from the University of Leicester to Glenfield Hospital in an ice box. As you can imagine, the early morning traffic between the two sites meant that it took me over 30 minutes to arrive to Glenfield and the ice started to thaw and water started to spill into the car, meaning the solutions that were being transported will start warming up. I therefore parked at the back of the hospital where the back of the lab doors located, for a total of around 25 minutes rushing into the Hospital Labs and putting all the solution brought from the university for my research project in the appropriate fridge/freezer, however if these solutions were such that not needed to be cooled i would have parked on the side street where i normally park; however we are talking about chemicals in the excess of £2000. I did not want to waste any more time trying to find another spot. I expected to not be long with this procedure and i was not. The Parking tenders issued the Fine within 19 minutes, and I was parked there for a total of around 21 minutes. When i walked back to my car at 9:38am to move it to my normal parking spot after the chemicals were safely stored, they wardens were taking photos of my car and and by then stuck the ticket on the windscreen; I explained the situation to them. They somewhat understood but at this point they said it was too late and to go into the Hospital Car Park office and have a word. I then went and spoke to someone in the parking office and explained the situation and they once again sympathised but said to contact Legion Group as this has already been issued and to explain the importance of the chemicals that needed delivering. From where i park normall to the lab, is a 15 minute walk, hence why i did not park up properly as i would normally do due to the chemicals that needed delivering; i am not employed by the NHS but i am employed by the University of Leicester as a PhD student.
The charge is disproportionate and not commercially justifiable
The amount is not based on commercially justifiable loss to the company or the landowner.
I am not sure what to do as the carpark is a private land, should i just ignore it?

you should READ the NEWBIES FAQ sticky thread near the top of this forum
use the blue text template for the appeal, at the appropriate time (day 26 following the windscreen ticket)
and try complaining to the trust to get it cancelled, ASAP, that is your BEST option0 -
Contact the Estates department again? They can tell the parking company to p**s off so go back.
If you can't be arsed then good news is Legion can't be arsed either and all you'll get is a few letters. Suggests that Legion are on a short leash from the Trust.

Do POPLA, but do not head it up 'Mitigating circumstances'. Eeek no.
But first complain again to the Estates or Facilities Manager at the Hospital and get it cancelled - insist.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is where the general rule (not parking in a specific car park) comes up against reality. Talk to Estates and get them to sort out what you need which is a specific pass for a specific parking area. Sod the parking company.This is a system account and does not represent a real person. You need to get away from any of the details of your case (other than in getting the hospital to cancel).
None of the above (even if delivering a heart for transplant to a dying patient) will matter in getting this cancelled via POPLA.
None of it matters - sorry to sound harsh and uncaring (believe me I'm not) but you're going down a one-way street the wrong way in arguing any mitigation to POPLA.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Legion issued the parking charge, not a penalty, in fact its an INVOICE
whilst the mitigation may be added to your complaint to their HR, it wont do any good with Legion or popla or even in court (only legal arguments really matter)
appeal as KEEPER on day 26 with the blue text template, assuming that the Facilities Manager doesnt cancel it with your direct complaint0 -
In my head i was thinking of appealing, and if the appeal lead to rejection, ignore any further correspondence from Legion0

yes you appeal, on day 26 following this windscreen notice, as KEEPER , using the blue text template (unaltered)
if that fails , use POPLA for a proper appeal
if that failed, then IGNORE is an option, unless they try a court case within 6 years (an MCOL)
but the complaint to the trust is by far your best weapon here , so should be done asap, but dont miss the 26th day for appealing to Legion either0
