I agree that it doesnt make the NTK void, but it means only the driver has respnisibility, so they do not know who that was

it also means the keeper is arguably not liable under the law (POFA2012) - hence its a greater struggle for NCP and the keeper can say FRO, nothing to do with me

but the KEEPER still goes through the motions of appeal and then popla

write down the arrival date on each envelope


it is up to NCP to prove that they complied with POFA, otherwise they have no case against the keeper (hence why the driver is not revealed)

Arguably not liable...not worth arguing if it arrived on day 15, and I bet it was dated a good few days ago so POPLA won't believe it was late.

Please can we stop this line of pointless discussion?! The OP is distracted by something that WILL NOT win at POPLA.
