Final notice before legal action

I know that this will sound like a really silly question but... I've been reading a lot of threads that mention the 'letter before county Court' is this the same as a letter headed 'final notice before legal action against you'?
I'm reading this forum far too late as I have already made attempts at contacting smart parking and the debt recovery companies 😞. I am not arguing that I may have overstayed however I did not receive a notice to keeper and so have not had the opportunity to pay the fine at the lower rate. The first I knew about the fine was when the (two) debt recovery letters arrived on my doorstep!
I keep getting the same answer when I speak to people... The notice to keeper was issued on 12th April and I had 28 days to pay the lower rate or appeal. I obviously didn't though as I did not receive the initial letter!
I have a letter from Zenith stated final notice before legal action against me... Where do I go from here?

Right so why have you not yet emailed Steve Clark at the BPA, to COMPLAIN, like all the other victims who got the same? ...you will find his email addy, how people have complained. You NEED to add your voice!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
