Help required advice on PCN

The Keeper received 3 Letters on separate occasion from Bank Park Management with an image of the number plate and car - though all you can see is the number plate (zoomed in pic) as it was dark. the letter states the vehicle is liable for a Parking charge for not purchasing a ticket. The Driver genuinely believed it was free on a Sunday, especially in the evening. there was no lit signage.

The Keeper did not take action in anticipate of receiving further letters as they knew the DRIVER had parked there again thereafter before receiving a PCN.

The Keeper sent an e-mail stating the Driver refuses to pay as there were no clear signs and that there is an expressstar article inferring it is free on Sundays:


The Keeper had a response saying it is not sufficient grounds to cancel the charge and i f they wish to appeal they have 21 days to appeal on theias.org.

At the time of parking it was dark and nothing was lit therefore the notices were not at a readable standard:



Please advise what the next step should be

    your next step and most important step should be to edit your post above and remove the words "ME , MYSELF & I"

    the correct terms are the DRIVER for what happened on the day and the KEEPER for everything since that day

    frankly, I wasnt interested in the location or story as that is usually irrelevant

    I doubt that I have seen the location mentioned in the 6 years I have been coming here

    the advice is GENERAL ADVICE and as the NEWBIES FAQ thread tells you, dont look for specific cases unless there is a damn good reason for doing so

    the fact that its an IPC member and IAS for the so called next step tells me the following 2 things


    1) appeal as keeper with the template appeal to the PPC (whoever they may be)

    2) then IGNORE unless you get a formal LBC or an MCOL in the post within 6 years



    its as easy as that, and you will note that the PPC and location are IRRELEVANT to those 2 processes above

    and you still have not edited post #1 where you gave out far too much information on a public forum that anyone (including the PPC and solicitors) can read

    blabbing costs money

The amount is for £100 per charge therefore the Keeper has three. the first letter being sent on 16 August for parking on 5th August 18.

    The Keeper had a response on 26/09/2018 saying it is not sufficient grounds to cancel the charge (for all three) and i f they wish to appeal they have 21 days to appeal on theias.org. ( The Keeper now has until the 10th Oct before they go from £60 to £100)

    At the time of parking it was dark and nothing was lit therefore the notices were not at a readable standard:

    PCN 1) Period of Parking 5/08/18
    Date of sending letter 16/08/18

    PCN 2) Period of Parking 12/08/18
    Date of sending letter 23/08/18

    PCN 3) Period of Parking 19/08/2018
    Date of sending letter 28/08/2018

    Please advise what the next step should be

    Please tell me how I can make post #3 of the NEWBIES thread clearer so we don't keep getting people posting about inevitable IPC rejection letters and asking what to do next. Isn't the third post of the NEWBIES FAQS clear? Please tell me what to change?

    We need people NOT to start threads, but to know to just ignore IPC firms until court stage, when they are laughable and beatable.
