    The only "grouting" used in block paving should be sand. Weed seeds can get in the cracks and grow. The gaps allow for drainage, if grouted with cement the drainage will be disrupted. A quick scrape in the gaps a couple of times a year and a watering can of path weed killer with a sprinkle bar every couple of years is all the maintenance needed.

    Weeds grow in gaps regardless of what's between the blocks. Residential block paving would normally be connected with sand not grout. Maintenance is the only thing to keep weeds at bay so don't be fooled into thinking it's the type of material between blocks that's important.
