Thanks for the replies guys, I left my old address in September 2017Then, as long as you hadn't received the NIP at your old address before you moved then in theory it sounds like you may be able to fight it. Best to go over to the forums on http://forums.pepipoo.com/ to get advice on how to proceed.

The registered keeper should have received the NIP within 14 days - the 25th August, which means you didn't get it.
Your problem is you have to prove that it wasn't delivered, which is extremely hard. Your dog could have destroyed it, a family member could have destroyed it or hidden it, it could have got mixed up with all the junk mail and got shredded or thrown out, it could have fallen behind the radiator, or the court might think that you are telling fibs over not getting it.
Beckhams success was because his NIP was delivered late, and this could be proved as there was a reliable system in place to date-stamp all mail on receipt- he had hard evidence.
If you lose, it will cost you a lot of money, that unlike Beckham, you likely don't have.
The best approach is to swallow the injustice and accept the fine & points.
If you are quick to respond, you may be offered a course if you qualify, and avoid the points.I want to go back to The Olden Days, when every single thing that I can think of was better.....

The first NIP would have been sent (and therefore presumed correctly served within the required 14 days) to the registered keeper as shown on the date of the offence, or within a day or two after it.
That depends upon what offence is alleged. Many do not require a NIP and the 14-day rule doesn't apply.0 -

And since we don't know what offence has been alleged, we can't assume an FP or course will be on offer.0
