Parking Eye Ticket at Hospital

Hi,
I received a Parking Eye ticket yesterday for an infraction at our local hospital. I had parked up at 12:52 while taking my daughter to A&E. After booking her in at the desk and finding a seat I remembered I hadn't sorted parking, so I used the PayByPhone app to do so. For some reason the app was not behaving (i had good 4G signal, and also tried the free WiFi) and it took 10 minutes or so to actually get it to work, so by this time I had been parked for 30 minutes. I thought I'd chosed 3 hours, but I got an SMS receipt for 1 hour (which I admit I didn't really pay much attention to, as I was more concerned about my daughter). We were there until 15:05, 2 hours and 12 minutes in total. Now the app i used is supposed to send a text 5 minutes before the paid time is due to expire, but I did not get any such notification (I wasn't expecting any, believing I had paid for 3 hours). So when the ticket came in I was surprised until I reviewed the text receipt which confirmed only 1 hour had been paid. My question is, since I had no reminder from the app, is this grounds for an appeal, or should I grit my teeth an pay up? I happen to work for a mobile phone company, so have checked my SMS logs for that day, and only 1 SMS was sent by the parking app company, so failed delivery is not a possibility.
Any thoughts/advice would be much appreciated

You need to start by reading the Newbies Sticky carefully to inform yourself properly and see how to properly challenge a PE ticket. Relying on facts won't work in your favour at all.
Once you have read the thread and whilst waiting for the NTK, you should first enter a strong complaint to PALS at the hospital - they can get-shot of this most easily but experience suggests that the earlier you complain, the better.0 -

Then of course the plan B is appeal as per the NEWBIES thread advice. Was the PCN received within 14 days and does it have the POFA 2012 paragraph on the back?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
