Thanks everyone, specially Coupon-Mad, nosferatu1001, Castle, KeithP, thanks a lot, I can see on POPLA portal - decision and it shows "Successful" ,Castle, Coupon-Mad this worked --> "There's no contract with the landowner", Castle thanks once again - You all are gems, thanks a lot, below last lines:

"I cannot conclude that the operator has authority from the landowner to issue PCNs on site. Accordingly, I must allow this appeal."
