What is the criteria for PIP for someone terminally ill?
Is there an earnings limit/age limit on a spouse getting carers allowance?
Sadly, my friend is in the above position but has never claimed anything.

If it is a means-tested benefit they wouldn't be eligible. They have just been advised to claim PIP.0

If your friend has cancer, the Macmillan nurses are good at helping with benefits claims.
However, claims under the special rules are usually dealt with very quickly even if you do it yourself.0 -

If they were in work from April 2015 to march 2017 they will be able to claim ESA under Special Rules. Will need to check postcode to see if in a UC area https://ucpostcode.entitledto.co.uk/ucdate. If in UC area need to claim new style ESA https://www.gov.uk/guidance/new-style-employment-and-support-allowance#how-to-claim-new-style-esa, if not claim the old ESA https://www.gov.uk/employment-support-allowance/how-to-claim. New style ESA and contribution based ESA are not means tested,
To claim under Special Rules for PIP and ESA will need a form DS1500 issued by a member of the medical team to support the claim.
Claimants will usually get maximum PIP award of £145.35/week and ESA is £110.75/week.
In respect of the carer if they are in a UC area they could claim UC if they wish. It will depend on whether they have other income (including their partner if they have one) and/or savings whether this is applicable. UC would include help with rent if applicable and includes more money for living than Carers Allowance.Information I post is for England unless otherwise stated. They wont visit my terminally ill aunt untill she is in the final stage they just keep telling her to ring her Doctor !This is a system account and does not represent a real person. Give them a ring and see if they can refer you to Welfare Benefits Adviser to make a PIP claim under special rules.

If you can’t easily access an adviser, provided a DS1500 has been obtained, it should.be quite straightforward for the healthy partner to make a Special Rules claim for PIP on behalf of their spouse And then send the DS1500.
