Hello all,
I have received my first parking charge notice from APCOA.
They aledge that I used a private car park without valid prepayment or permit.
They mention "All appeals must be directed to APCOA in the first instance". Is this a statement of legal fact, or should I go straight to POPLA?

You can only access PoPLA after you have appealed APCOA and they have rejected your appeal. This is all spelt out in the FAQs which you should have read before posting, you will find that almost every question is answered there.
Railway stations are almost always covered by bye--laws and different rules apply than t private land.You never know how far you can go until you go too far.0 -
The FAQs is very long, and difficult to read for a newbie. I'm sure it's obvious when you know what you are reading!

Don't quote it here, please, asking ''is it this one?'' as none of us can stand that!
This is easy and you appear to be overthinking it, just copy the template appeal.
You will not need POPLA with APCOA, or if you do, you will win by copying an APCOA POPLA appeal someone wrote earlier.

I admit that my next move was to paste in the text to make sure I have the right one!
I will refrain from doing that now!
I did find someone else's thread with a long and apparently success full, all based on the railway being being non- relevent land.
I will do my appeal and try not to mess it up!
A side thought, have you considered about putting a decision tree on the newbie page to make it clear which set of instructions to follow. All that being said, I think I would have succeeded but didn't have that feeling of being sure; hence this post.

Use the template from the NEWBIES. Copy and paste, add a one liner that since railway byelaws apply they should save themselves money and cancel now, and send.
Stage one done.
If it is rejected then you have plenty of time to knock up a winning appeal at PoPLA based on others, and the template appeal points from post 3 of the NEWBIES.
A decision tree has been tried but it was found that there are too many variables to make it work.
The NEWBIES isn't that complicated if you chop it up into sections, and only read the bits that are relevant to your case. You aren't at court stage, so you don't need to read that bit. This isn't an IPC member, so you don't need to read that … and so on.
You might find printing out the acronyms useful.

If I’m the only one posting a thread with questions, maybe it’s just be. If it is many people, maybe it is difficult to understand.

I did try a flow chart, even though I hate them. Maybe that's why I stopped when I tried...
I see flowcharts as corporate crap, the sort of thing people in suits present to give people some 'training' for the sake of training! I am a middle aged woman and a cynic who is unimpressed by such shallowness and pointless flowcharts!
IMHO it doesn't work and is enormously complicated, because people's cases are not usually as easy as yours.
Many have more than one aspect, so you can't send someone down a route re a Scottish case if it's also a hire car, and you can't send someone down a route for an IPC case (appeal then ignore) if it's also a case with an aspect that might be worth a complaint to the ICO and/or a complaint to the Managing Agents for foisting a PPC on them (such as this one which has both MA and ICO complaint potential):
