Studio Cards / Express Gifts PPI

Has anyone come across this as I can't find any other information about it on the internet or on MSE?

This has been extensively covered on the web and MSE, not sure how you were unable to find anything on google. It means your complaint was rejected and they are checking to see if they need to consider a Plevin payment for commission on the PPI saleSam Vimes' Boots Theory of Socioeconomic Unfairness:

Hi everyone and thank you to those who replied.
I have only just started my claim (in July)...it's a new claim so haven't had anything to say it's been rejected at all. I have invoices that clearly showed PPI being charged and I sent them to Studio/Express in my first correspondence with them.
Nasqueron, I have seen the posts and information about Plevin, of course, but nothing to say that the FCA have advised that these claims be put on hold. If you have some links you can send to me that would be great!
I wonder whether to just escalate it to the Ombudsman anyway?

Re-read your letter. If it specifically mentions Plevin it means your complaint was rejected. Plevin only applies to rejected complaints as a complaint that is accepted means a full refund of PPI and associated interest so Plevin doesn't need to be considered (i.e. you don't get paid twice!).
The FCA is consulting on Plevin and whether the full commission should be refunded or just the excess over 50%. If they rule the former, any Plevin complaints will get a bigger refund than the latter.Sam Vimes' Boots Theory of Socioeconomic Unfairness:

The FCA have said that firms should not reject any complaints relating to repeated commission payments on regular premium PPI policies until it comes to a final decision on its proposed new guidance. They should explain the delay to consumers making this type of complaint.

Which FCA consultation and guidance are you referring to?
Wasn’t the FCA’s response to the Manchester County Court’s ruling in July “We have always said that different courts could take a different approach. However, it remains our view that our approach has been fair and appropriate,”?
The consultation paper that the OP refers to doesn’t have anything to do with the result of the Doran case.
The FCA stated in their press release that CP18/18 had “no relation to the outcome of recent court cases”
In July 2018 the FCA issued CP18/18 on proposed new guidance about the handling of certain regular PPI complaints. The guidance clarifies that firms should assess commission disclosures not only at the point of sale, but also on an ongoing basis. (RND)
The consultation closed on 4th September 2018 and the FCA stated that, if it decides to proceed, a policy statement with finalised guidance will be issued, and will be immediately implemented, in late Autumn 2018
