Why cannot you pay the bill is that billing service not working or cannot afford to pay .
Do you owe them money .
Did you have good service and then moved location .0 -
Why won't they provide a PAC? Are you already behind with bill payment? What sort of contract do you have? When will/did its minimum term end?Evolution, not revolution0
-
They must give you the PAC, but unless you have really serious grounds for terminating the contract early without any charges you'll have to pay the full amount till the end of the minimum term.0

I wonder what Virgin Mobile think about the OP?0

You already have a payment plan; One-twelfth of the annual bill each month. Your options are to pay that or buy yourself out of the contract.0 -
I think it's disgusting too. A person enters into a leagl contract with their eyes open (probably a little too wide, in fact) and then finds or decides they can't afford it after all. And THEN the other party won't release then without coughing uip what they are owed. Isn't that awful????0

As far as I can see, a contract and/or account arrears doesn't come into it. You request the PAC, they give you the PAC and then deal with early termination fees and/or arrears after they have provided the PAC and terminated the service. They must provide the PAC immediately over the phone or within 2 hours by email:
