Sorry, have I asked what? I've been without heating for only a couple of weeks. My hot water got sorted in a few days as they fixed a faulty immersion, but that is horrendously expensive to run. They came a few days ago to look at three flats and see about the new boilers, but heard nothing since about when mine will be done. As I said, the one above has been waiting months and that is getting done this week.

Oh, another couple of points. A new fire alarm system got fitted a few years ago which has a constant fault displayed, and every now and again emits a high pitched beep for days on end, and the communal gardens are taken care of by residents, which they get no payment etc so that's an obligation the LL isn't paying for so you'd expect there to be a little extra income for certain things.
Have you asked when the boiler will be replaced? It may take a few days or weeks for the installer to put quotes together and for the HA to approve them, contacting them may speed the process up. The HA may have dawdled through the other residents replacement boiler as heating was unlikely to be needed through the summer and the tenant was happy to wait.

Has anyone told the HA about the potentially faulty fire alarm system?

Its likely the LL will provide gardening services if needed but the costs will be added to the service charge. Not currently providing them doesn't mean they have extra profit.
