PCN Fine despite Blue Badge displayed

Hi, I'm hoping for some help and guidance please.
My husband has just received a Penalty Notice - Notice to Owner from PCN.
We had parked in a Railway Car Park (which is shared with a small shopping centre) and clearly displayed by Blue Badge which is registered to our car. We had called the phone number to pay for parking, but the automated message said that the location we were in was for blue badge parking and no payment was needed.
We have now received a request for £60 payment, or £100 if not paid within 14 days.
Apparently there is photographic evidence - which I'm delighted with - that will have my Blue Badge! I also have a call log on my phone.
Time of offence 13:20 on 07/09/2018.
Time of call on phone: 12:10 on 07/09/2018
There was no ticket left on the car to say we had been fined so this is a complete surprise. Letter received in the post today.

read the NEWBIES FAQ sticky thread and appeal using the blue text template in there , unaltered, appealing as keeper, not as driver (no blabbing)
which PPC issued it ?
what was the alleged "offence" ??
bear in mind that as this is a railway car park, it times out after 6 months and only the TOC can issue a penalty notice and take the owner or driver to Magistrates Court
if you dont understand why, read a dozen or more APCOA and INDIGO railway threads until you get the idea0 -
How do they know who the owner is? The car could be owned by a company or finance company.You never know how far you can go until you go too far.0

Who issued it, you said 'PCN' - who do you mean - exact name?
Railway pseudo parking 'penalties' are only issued by Indigo or CP Plus.
Can you ring up again, as if to pay for parking, and record the voice message?
Then use that as evidence in your appeal (no need to use a template, but DO NOT tell them who parked/was driving). So you could write 'we did this' and 'we' did that...and 'here is the Blue Badge which was displayed in the car' and 'ring up the payment line and you will hear that this space is free for that location code, and we have a recording to prove it that will be provided to your trade Body and the ICO in a formal complaint, if you fail to cancel this unwarranted demand'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It was Indigo that issued the letter. I'm just starting out on my investigations and also gathering information from other users who have been stung by them at the same car park.

The offence is that we didn't obtain avalid ticket or voucher - despite it being free at that location code!0

So let us know how the appeal goes when you either supply them with a recording of the voice on the other end of their parking app, or tell them that you have a recording and that parking is free for disabled people (attach a copy of the Blue Badge as well).
No saying who was driving. Get round it by using the sort of words I suggested already.
None of it even matters, as nothing happens, and it times out after 6 months with no court possible in these cases, as is already explained in the NEWBIES thread, in the Q&A specifically about Indigo/Railway cases. Read the link there.
All the same, all INdigo/Railway cases, and we don't need any threads about them really, and nor do you, as nothing happens even if you ignore it.

Why do you come to that misguided assumption?
We got a BB for my mother in law and she had never sat behind a steering wheel in her life!
Where on a BB application does it mention a) a driver's name b) a VRN?
A BB is issued to an individual who has mobility restrictions etc for use in any vehicle they are travelling in, and has nothing at all to do with a named driver.0 -
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

So, displaying a Blue Badge in no way confirms that the holder is/was the driver.0
