does ebay force private sellers to pay return postage for a faulty item ?

As per title - Im the buyer in this case
I received a faulty electrical item from a private (not business) seller
If the seller wants the item back do ebay force them to pay for the return postage now ?
For example. do I get a (seller funded) prepaid postage label to print as soon as the seller agrees to the return ?

If you open a case and it's accepted by the seller, or rejected by the seller but accepted by eBay, then the seller has to provide a prepaid label for the item to be returned. Ultimately no one can force the seller to provide a label and it may be that eBay intervene and supply one at the seller's or their own cost.

yes I opened a case
after posting here the seller replied to the case offering me a partial refund for the cost of the item (£7.50) but not the cost of postage £3.45 - in their mind they must be thinking 'I dont want to lose what I paid to post it'
I rejected the partial refund offer
there does not seem to be a way to add any further message to the case until the seller sends me another message
unless the seller changes there mind I guess I need to let ebay sort it out on 'September 28th'0 -

Not knowing the ins and outs, the partial refund offer is exactly that, a partial refund and you keep the item. If it's faulty, then clearly any partial isn't going to be sufficient.
What do you want? If you want to return it, then escalate the case if the seller hasn't provided a label to return it on the 8th day.0 -

yes that was my thinking the partial refund wasnt really cutting it as the product isnt usable
the seller has asked me to keep on trying to charge up the item (it wont charge as the battery seem to be dead) so I ve agreed to that for now
I dont think the seller will accept the return as that will entail him paying for the return label which so far he doesnt seem to want to do so like you say i will raise it to ebay after 8 days if needed unless i can somehow manage to get the thing working0 -

Why are you even worrying about returning the item? Post 2 explains it well, either seller supplies a label or eBay do it on their behalf, and if seller doesn't agree you get refunded anyway with no need to return the item.

If an item is faulty or not as described, I would expect the seller private or not, to provide a return label. It was their mistake, not yours.
If the item is not correct because of your mistake (wrong size or colour) then it's your fault and they are under no obligation to provide a return label. Some do, out of the goodness of their own heart.... Many don't.0 -

Are you saying he agreed to refund you but only to the amount you paid for the item and not the postage?
Have you told him you want to return the item for a full refund?0 -
I raised a case in the last couple of days for a "not as described" against a private seller. The case (i was doing this on the mobile app by the way) gave me the option to "Email a label". I've never seen this before but it came to me via email, and I presume ebay were covering the cost of this.
