I haven’t checked POFA compliance no, trying to look through the FAQ and guides on appealing to POPLA, not sure what the usual grounds are so looking at general templates for this case. On the letter it states...
The parking charge notice was served under schedule 4 of the Protection of Freedom Act 2012. The signage have been approved by the BPA, they clear, ample and legible. We duly enclose images of the vehicle and signage in situ.0 -
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P.
for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

What do you mean it’s not that sentence?
I’m studying and researching today on this, so with POPLA as NTK, I’m just pointing out sections regarding signage and that’s it regarding what I’ve quoted they mentioned as above? When reading up others, they have permits, or parking tickets paid for, or disability so have a further credit to their reasons. Whereas in this case, it’s overtime in a car park.0 -

The car park area has changed hands and as confirmed by a work colleague there that as of a month ago, it’s now changed from Total Car Park solutions to Euro Car Park. This make a difference to this charge?0 -
No, it makes no difference.
It the PPC that was in control, I use that word loosely, at the time of the alleged transgression that counts.0 -

Still reading through the newbies list. With responding to POPLA, the grounds I’m appealing for is literally around the NTK, reading others, they mention grace periods and legit permits etc. As I’m appealing as a keeper, I take it that the only facts I’m presenting is around signage and ANPR cameras? Which doesn’t make sense as if I’m not the driver, why do I need to mention that?
Or is the angle around T&Cs and contracts within? It’s hard to take photos as it’s been taken over by another operator with less time. This happened to a friend of mine at the same car park, where the ANPR didn’t register them leaving at all and got clocked for days overtime.0
