O2 Samsung Galaxy Note 9 Cashback

We traded in our old phones on the O2 Refresh scheme a couple of weeks back. Found out about the offer on the Samsung Note 9 and the £250 additional cashback. So we traded in the phones, my wife got the iPhone x a s I got the note 9.

Trying to claim this cashback has been an utter ball ache. It doesn't state anywhere in the T&Cs that I cant get it but everytime I speak to customer services then send me to o2 recycle. Speak to o2 recycle they send me to the shop and vice versa.

Now being told I cant get the cashback as I traded it at the shop. Confused.com as it doesn't state I cant claim it and now being told to trade a phone worth £1 to get the cashback. However I don't have a phone worth £1 or more as they've all been traded in and I'm not buying a crap phone just to get this cashback.

Any advice as they are obviously breaking some sort of consumer law as every rep I've spoken to hasn't got a clue what to do or how to do it.
