    I take your point but disagree. For starters, the "unpaid debt" would be to the PPC, not the University.

    Second, the PCN resulted not only from severe mitigating circumstances which any reasonable person would take into account, but also from misleading information on the University website regarding the expiry date of the permit, which led the driver to believe it was still valid. This could be seen as a breach of consumer rights.

    What's more, the University has a duty of care towards its students, which I believe is being neglected should it fail to step in. And finally, government guidelines on private parking allow for "genuine mistakes by genuine users".
