Quick update on the POPLA decisions. My appeal was successful against two of the PCNs, but unsuccessful against the original one.
If you used identical appeals, on what basis was the original one rejected by POPLA?
Now...I wonder how much effort the operator is prepared to make to recover a single PCN
Unlikely, but you can't guarantee how they will act in the next 6 years (the time limit they have in which to issue court proceedings).

Ok, true. If I move house within that time, do you know if I'd need to inform the operator of an address change, or only DVLA?

POPLA approved two of the appeals on the basis of no 24 hour clause on the signage (hence only one PCN was valid).

Ok, true. I may move house or even leave the country within that time, however, so do you know if I'd need to inform the PPC of an address change, or only DVLA?
You need to inform the PPC to avoid them (in the unlikely event of a claim) issuing proceedings to an address where you would be oblivious to the claim against you, risking a default CCJ and a trashing of your credit rating.

You also need to inform the DVLA (x 2 separate notifications, one for your driving licence and one for your V5C logbook). But the DVLA do not update the PPC, neither can the PPC go back to the DVLA to check your up to date address.

Thought I'd briefly give an update on this case. I received a debt collectors letter this week, referring to my supposed non-response to their "earlier letter" (I never received it...) and upping the supposed owed amount to £130 (lol).

Obviously I'm going to ignore them, but have just sent off a strong letter to my local MP, complaining about these sharks harassing genuine users of the University. More people should do the same. I'm also standing by to get local press involved, if the University refuses to bring its attack dog to heel.

    One more thing...

Something in the letter (from National Debt Collections Ltd) struck me as odd; it mentioned that the PPC had already tried to contact me.

It hasn't. Until now, I have received no other mail or contact whatsoever in relation to the PCN, in fact not a word since my POPLA appeal was denied.

Would the debt collectors lie about something like this?

    Ugh, scumbags indeed.

I will continue to ignore them, but meanwhile will escalate and reiterate my complaints to the University, my local MP, Trading Standards (both for the misleading letter and for the University's misleading website), and if it comes down to it, the local press.

My aim is to force the University to step in, which I still believe they are capable of doing, seeing as the PPC is their contractor in the first place!! Grrrr!

I've also prepared some flyers to help others. ;)

Good FightBack stuff. You seem pretty sparky, not many come on here prepared to do anything other than expend the minimum effort to get their own ticket cancelled. I'm alright Jack attitude.

Well done on your extended fight - more power to your elbow. Keep us informed.

Well, it was actually the sight of the debt collectors pathetic demand for £130 that angered me and spurred me into action. I'll be damned if I'll give this wretched PPC a single penny! How dare they threaten and harass us like this.

It makes me so mad that this PPC is harassing genuine staff and students of my University, and I'm determined to make the tenets of MSE and Pepipoo into absolutely common knowledge on campus!

Luckily I've worked in journalism and PR, so I'm used to writing, digging up dirt, and getting my point across clearly. All of which will be invaluable when it comes to dealing with these scumbags!
