Virgin wont refund line rental

I am mid way through my Virgin Media landline and broadband contract. I have received an email saying my monthly cost will increase from 1 November. I am considering leaving them as I understood I can do so free of charge due to the price increase. They have told me over the phone that although I can leave early, they will not refund any of the 12 month advance payment I made for my line rental which is paid up until March 2019. Isn't this contrary to Ofcom rules?
