Hi,
I’m up in Scotland and got a PCN from CE Service for parking at a doctors surgery for 15 minutes when it was closed. I didn’t notice any sign saying I couldn’t park on Saturday.
Newbie guide says to ignore it unless I get a claim which is rare which I’m happy to do. When it says claim in the guide what does that mean? Is it a letter from a court or a debt enforcement agency which the PCN threatens if I don’t pay at additional cost?
Any help appreciated.

Claim means court claim. In Scotland that's as rare as seeing wild Unicorns.0

Letters from debt companies are highly likely. I would be amazed if you weren't bombarded with them. If they didn't try to frighten people into paying then nobody would.
Ignore debt collectors, they are powerless to do anything than send scary letters.
If, by some miracle, you do get court papers then come back.0 -

Part 1: Liability for misleading and aggressive
practices
The 2008 Regulations make misleading actions unlawful
(see regulation 5). An action by a trader is misleading if it
contains false information or if it is likely to mislead
the average consumer in its overall presentation.
Consumer payments and “civil recovery”
The Regulations amend the definition of a “transactional decision”
to expressly cover demands for payment from a consumer in full
or partial settlement of the consumer’s liabilities or purported
liabilities to the trader (see reg 2(1A) of the 2008 Regulations).
This means that misleading and aggressive practices in respect of
such demands would now clearly lead to both criminal sanctions
(under the 2008 Regulations)

So I have followed the guidance so far and ignored the debt collector letters.
Today however I got a call from QDR solicitors asking to speak to me about a private business matter. I was asked to confirm my name and address for data protection before they went any further. As I’m selling a couple of properties just now and having never heard of QDR I suspect it was something to do with this so confirmed my name and address.
She then said she was acting on behalf of ZZPS Ltd in relation to a parking matter. I promptly hung up and blocked the number on my phone. I never said anything except confirming g my name and I don’t know how they got my mobile number.
Is this anything to worry about or just another scare tactic.

QDR are a cheapo spin off of the shamed Wright Hassall
ZZPS cannot instruct and she is wasting her time thinking that she is acting on behalf of ZZPS, so she lied. Only the parking company can do that .... ZZPS are simply moron debt collectors
You are in Scotland so ignore the scammers and never ever name the driver0
