I can see why the police aren't interested tbh. While cloned plates do exist, they are not actually very common. It's far more likely that Mr Magoo from the local Speedwatch group has just written down the wrong registratoon number. If it happena again then maybe you do have cause to worry, but until it does your best (and probably only) option is to dither about it and get on with your life.

Since I posted this we have received 5 speeding tickets, 1 red light ticket, a bus lane ticket, and the letter saying vehicle must be taxed or sorn!

DVLA are worse than useless, as are the ticketing people, each one telling us to contact the other, the DVLA say it will take 4 weeks to process.

The normal police have been helpful, I rang again this evening to say we are still getting tickets, but again sent us back to DVLA and ticketing office.

I have pointed out that if this dangerous driver causes an accident it will be my door they are knocking on, so they have said they would look into it further.

On the bus lane ticket there is a photograph, if only I could see the drivers face!

Sounds like its been done deliberately. Did your brother ever live/stay at your address for a period of time or use it as a correspondence address?

Of course you may never know who the culprit is. But it sounds like its possibly someone who he's had dealings with in the past at some point. A jealous ex, bitter colleague or heck even just someone he's ordered online from and had delivered it to your address.
