Also the "appeal team" is likely to be a PE employee so you can make a Freedom of Information request to the Trust for the details of the appeals mechanisms and any communication on the same. Expect a refusal to supply but press on with an Internal Review.
She could also invoke the Trust's Grievance system as it is likely to be an interference with her employment contract if PE came after she started working there. ET claims are free now and plenty of ambulance chasing solicitors out there to help.
