CP Plus hospital charge but parking had been paid...

Driver entered hospital car park operated by CP Plus, which is pay on exit.
Correct fee was paid, but incorrect reg no. was printed on parking receipt.
Driver still has ticket receipt issued with date and times that tally with time spent in car park. Driver did speak to a car park attendant at the time to explain what had happened and attendant said it would be ok. However, attendant's name is not known.
6 weeks later, PCN arrives by post with photos of vehicle entering and exiting car park.
It is a small fine which increases after 14 days. I have read through the Newbie FAQs (thank you for the info) but have been unable to find a similar scenario whereby a parking receipt exists but reg no has been incorrectly entered.
Please could someone advise if it is worth an appeal and if it might be successful?
EDITED TO ADD:
CP Plus registered address was incorrect on the PCN.

    A - NO IT ISN'T. YOU DO NOT NEED SPECIFICS. FORGET THE DETAIL, MOST CASES ARE ALL THE SAME.
    Just send the blue text appeal you found in the NEWBIES FAQ sticky thread.

    Send it unchanged. Send it as the keeper.

    Have you spoken to PALS at the Hospital and asked them to cancel it?

    Which hospital?

    Perhaps your second sentence would be better something like:
    Correct fee was paid, but for some inexplicable reason the machine printed an incorrect reg no. on the ticket.
    You really need to get away from the idea that the driver did anything wrong.

    You don't need a similar scenario with CP Plus.

    They cancel when they see the template appeal from the NEWBIES thread, because they can't hold registered keepers liable.

    You couldn't choose an easier PPC to beat, as long as the driver is not admitted.
    Please could someone advise if it is worth an appeal and if it might be successful?

    Registered keeper can't lose, and probably won't even need POPLA stage. 100% win.

    Appeal now lodged via email to CP Plus using newbie template modified to add that correct parking fee had been paid but VRN had misprinted, together with pic of parking receipt issued.
    Also email sent to PALS at hospital (attaching image of incorrectly printed parking receipt) advising that parking fee had been paid and requesting that they cancel. Also brief explanation of circumstances whereby an elderly occupant of the vehicle was visiting A&E. (This could doubtless be proved by checking hospital records.)
    Although I recognise it depends on the outcome of the above appeal, I feel it is best to be prepared and ready, so a few questions please if I may:-
    * Am I correct in assuming that as the PCN to the Registered Keeper arrived 6 weeks after the event (this car park operates a pay-on-exit system with cameras, so no windscreen ticket was issued) that it may have been sent out of time anyway?
    * There is no reference to POFA 2012 anywhere on either side of the PCN. Could this be a Golden Ticket?
    * if it became necessary, would it be possible to insist that CP Plus supply a list of all the VRNs in the car park around that time? The balance of probability would be that the incorrectly-printed receipt in question tallied exactly in every other aspect with the info stated on the PCN.
    * Would it help (or be relevant) to go back to the hospital and take pictures of the signage at the car park and maybe even video the machine payment process?
    * Taking everything into account, would it be worth basing any further appeal (if it even comes to that) on *all* of the above points, or if just one or two, which do you consider to be the most robust, ie if it's possible to get this immediately overturned on a technicality / issue error, is it worth going into extra detail ?

    I don't think CPP rely on PoFA, so as long as the driver isn't identified this should be a 'slam dunk' at POPLA.

    As above. We tend to use the term 'Golden Ticket' for ParkingEye cases, but same same here.

    Signage is all important. It is the purported contract binding you to the PPC in the context of parking at this site. Being able to read the actual words in any photo is essential.

    No Keeper Liability is by far the strongest point at POPLA. Go with a one-point appeal if you're brave. If you want a bit of 'insurance' add the standard menu of points you will find from the NEWBIES FAQ sticky, post #3 or by doing a forum search on 'CP Plus POPLA'.

  • Returned to the hospital car park today to take 3 pics of the CP Plus signage (links below) - please could someone advise if the signage and that on the machine itself looks clear enough and complies?
    The main blue & white sign (there are a couple of these dotted around the car park) seems fairly clear but does not specify what the charges are.
    The finer details are in small print on the machine itself but I feel the instructions (third image) look partly obscured, are fairly hard to read/navigate and especially inappropriate for those attending hospital who may either be ill, elderly, flustered and stressed - or all of these - but no doubt this is deliberate on the part of CP Plus!

    Signs are none compliant. If you get an NTK the charge will bear no relation to the fee on the other signs either.

    You will also have a Golden Ticket.

    Thank you waamo. Would it need to be specified in a POPLA appeal in what way the signage is non-compliant, or just that they *are?*
    Someone mentioned upthread that a Golden Ticket applied to ParkingEye, but this is CP Plus.
    The Keeper did get an NTK through the post (if that is the same as a PCN) but that arrived 6 weeks after the event, and there had been no prior windscreen ticket since this is a pay on exit car park. It bears no reference to POFA 2012.
