Parking ticket at college

Received a parking ticket back in January for parking a scooter in a bay for cars whilst returning to the classroom to collect something. Upon return a ticket stuck to the scooter stating it was parked in the wrong area for the vehicle. The parking at the college is free and the college clearly state its not their responsibility for any tickets and to contact Shield Security Services Ltd .

The letter was wrongly ignored the letter and subsequent DRP letters have been recieved and now one from Gladstone solicitors which on initial review doesn't actually mean anything other than the same sort of claim that DRP have stated in previous letters and that and contact with reference to their letter should be to both DRP and Shield Security Services.

I have read the newbies advice even printed it to try to understand it but i'm getting lost in the terminology.
Tried lodging an appeal with Shield Security services on their web site via the reference number to which the site said it wasn't valid, likewise a letter was wrote to them in June stating that the signage never stated scooters couldn't be parked in the car bays and that since parking isn't paid for the fine wasn't justifiable, but they never acknowledged or responded to the letter.

What should i look to do now?

  • Establish if the letter from Gladstone's is a "Letter Before Claim" (does it have those words or similar on the top somewhere?). If so, you'll be looking at a county court claim - expect it.

    Pictures of signs etc are needed, but before doing that, edit your initial post as it clearly confirms who was in charge of the scooter at the time - it could be used as evidence. Post no more information until that is tidied.

    send the PPC an SAR under the GDPR 2018 (free) , with 30 days to reply with all evidence , signage and pics etc

    check the letter from GLADRAGS and see if its actually from them, or is it from DRPL ?

    if its DRPL , ignore it, but file it and all paperwork so far

    if you get a formal LBC or an MCOL, come back
  • I have checked the letter and cannot see anything stating "letter before Claim" so as Redx suggests i have made a SAR request to them

    OK - just checking as you said 'them' - a SAR goes to the parking firm, not Gladstones or DRP.

  • sorry "them" is the PPC and no it wasn't Hull, i looked on the college's web site and they clearly state they are not responsible for parking tickets

    Very common cop out - distancing themselves, no doubt because of all the complaints they've had. But they ARE liable for the actions of any agents, including a parking firm.

  • so got a response back from Shield Security services and they didn't actually answer my SAR request, the letter simply stated they were entitled to make the request and that they assure me the details would not be used for anything else other than this fine. They also acknowledged my original challenge to the fine as being received as they commented on the photos of the signage i provided which i find interesting since they never responded to that letter. They also strongly advised me to pay the fine before it escalates in to the court action or try to make a file an appeal, which was the point of the first letter that their website didn't recognise the reference details.

    I plan to respond to them about the SAR request not being answered, what else should i be considering?

    I wouldn't give them a second chance. If your letter was clearly a SAR, asking for data and info held, then complain to the ICO online, now.
