Parking fine in Islington after paying by phone.

I would be very grateful for any advice members can offer on a parking fine given in Islington. I'm asking on behalf of my young grand-daughter who found herself in this position and has asked me for advice. She parked her car and paid her fee using her mobile phone. She was astonished to see a traffic warden giving her a ticket and explained that she had paid and showed her receipt on her mobile. He said that she had quoted the wrong location and there was nothing he could do about it. It is true that a location number was on the parking sign but there was apparently a sign with an arrow indicating another pay location and she paid her parking on this location. She has explained all of this to Islington and they acknowledge that she had indeed paid at 11.34am but still insist that she is liable for the ticket they issued at 11.53am and demand pays the 40 pound fine immediately or they will double it.
Can anyone offer some advice please? Incidentally no mention was made of them returning the amount she had already paid in the event of her paying the fine.
We need to get this settled asap so all help and helpful comments will be welcome.

They will need
- copy of PCN. Do NOT blank out location
- ALL council photos including the various signs.
- google streetview of the location
- precise and COMPLETE timeline
- copy of appeal
- copy of response to appeal
LEAVE DATES IN. THis is key.
If you fail to do that you will just delay things. Also, get her to post ideally.0 -

Thank you, Le_Kirk. I am a member now of Pepipoo but learnt today that she panicked and paid the fine. Do you know if anything can be done retrospectively, if only to reclaim the fee she had already paid and which they had acknowledged?I'll catch up tomorrow!0

She's paid. She is now unable to appeal, so that was daft.
I suppose she could make a formal complaint to the Local Authority (then escalate it to the Ombudsman) if you say there was a sign with an arrow, pointing her to pay at the other machine with the other location code.
But only if that sign was on the SAME side of the road as she was parked, and in the same bay. Not on the opposite side of the road, or in a separate run of bays a hundred yards further on.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I agree, she was daft but she's just a kid who got scared of the thought of having to pay double. I still have some work to do on teaching her to stand up for herself but hey-ho, she'll learn.I'll catch up tomorrow!0
