BlackBerry can seem confusing but is quite simple really, can you give us an idea of how many minutes/texts a month he expects to use and what type of BlackBerry he wants, i.e. full QWERTY keyboard, GPS, camera etc?

Handset wise if he's used to the 8700 and doesn't want to go smaller I would suggest either:
8820 - http://www.gsmarena.com/blackberry_8820-2033.php
or
8310 - http://www.gsmarena.com/blackberry_curve_8310-2050.php

Orange offer various business tarriffs, I found one where they gave me 700 minutes per month and two phones sharing for £55 per month - and a credit of £220 after the 1st month - so forms to claim - two free phones (decent ones at the time two, M600/sony one) made the monthly work out to be £43pm over the total contract, and free insurance
I'm just looking to upgrade myself to a blackberry and they have offered some decent deals
18 month contract, free blackberry data for 6 months
I deal usually with a business orange specialist called Scancom (if I'm allowed to mention the name) they have given me some deals in the past0
