NCP car park PCN - too late for POPLA appeal

I appealed to NCP for PCN's and received a rejection of my appeals on 18th June 2018. However, I have been having some health problems and so haven't got around to appealing with POPLA and now I have sat down & realised that I am too late. Is there anything I can do to stop these threatening debt collector letters from ZZPS and Debt Recovery Plus? ZZPS have even managed to get hold of my mobile number although I have no idea how they did that! As I received a text msg from them earlier today. I have read through the relevant posting about ignoring these letters but as I am struggling at the moment, thought I would doublecheck that they are unlikely to take me to court and/or what do I need to do to stop this? Is it really too late to appeal via POPLA?
I have other tickets but am going through the correct appeal processes for them.

Block their number, easy.
It's too late for POPLA.
Stop worrying and take a complaint to the landowner/retailer who can cancel it, if it is a car park with such companies on site.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I parked at a train station so do I complain direct to the train company, or?0 -
Passenger Focus - might be now called Transport Focus. Google them.
And as long as your appeal never ticked 'driver' in the dropdown menu, nor blabbed about who parked/what happened in the appeal, a railway car park PCCN is not going anywhere because NCP can't hold a keeper liable, on railway byelaws land.PRIVATE 'PCN'?
