If you look on the reverse side of the DCBL letter it will say (words to the effect) 'this is not a High Court Enforcement letter', so, this isn't the same crew you see on the TV (same company, different division), so they're not going to make an appearance at yours any time soon, and your telly isn't going to get collected!Ironically on their previous "scary" letter they sent had the "Can't pay we'll take it away" logo on it, so I think you're absolutely rightPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I am a tenant and unfortunately I don't think my lease mentioned anything about parking,
That strengthens your case. You never know how far you can go until you go too far.0 -

Thanks for breaking letter down to terms I can understand.
Just think of the poor people who just pay ?
Probably an offshoot of the Kray Twins, sort of nasty tricks they got up to0 -

Maybe, the Krays went to prison for life ...... I mean murder was their top priority but extortion was next.
The scammers and the dodgy legal we call pinky and perky must have a taste of this0 -
I think their business model is banking on scaring people into paying while charging the most money possible.Just think of the poor people who just pay ?
How could you live knowing your purpose is to take hard earned money from people??
Here is a dirty draft of the letter I plan to send the landowner / building managers, all suggestions are appreciated: https

I would never admit fault or failing to place a permit on the dash. That's admitting you believe you are obliged to do so (but you are not):
That also admits to who was driving. Gives too much away and you should be telling them in fact, that you do not recognise any authority of the ex-clamper third party bunch of chancers and that you believe the head lease does not state anything about permits, nor does your tenancy agreement, thus the third party cannot interfere in your rights and easements and you consider this a private nuisance and derogation from grant. On a day when bringing a car full of belongings from the car, X had failed to move the parking permit from the front passenger seat, to the windscreen.
Also talk about easements and a right to park, and primacy of contract. Have you read the threads by:

Hi all,
My nightmares have ended, I sent the attached email to the Site Manager for the property I live at, and they've contacted NGPM and sorted everything; additionally they are making improvements from this and updating lots of policies to make it less aggressive and fair, so this is a great result!
Thanks to all that provided support, you're doing gods work and making lives better.
Here is the raw email I sent, feel free to adapt it any way you want to your needs:
